Dr. Tracy Hall, MPA

Tracy Hall, MPA, is a nationally recognized leader in equity-centered systems transformation and the co-creator of the Healing Centered Restorative Engagement (HCRE) model. With more than 30 years of experience in public service, nonprofit leadership, and higher education, including work as a political appointee under President George H.W. Bush and executive roles in civic organizations like Focus: HOPE, Dr. Hall launched the HCRE approach while working with Detroit youth and workforce systems—shifting from reactive trauma-informed care to a proactive, healing-centered organizational framework. She has since partnered with community leaders, academic institutions, and over 50 organizations to embed HCRE into broader systems change, resilience-building, and restorative practices across industries. Her journey, from public policy to community resilience, drives her passion for shifting organizational cultures toward healing, inclusion, and accountability.
